Sloppy Joe Filling: In a large skillet over medium-high heat, cook the ground beef until browned, breaking it up with a spatula as it cooks. Drain the excess fat.
Veggies: Add the diced onion and bell pepper to the skillet. Cook until the veggies are softened, about 4-5 minutes. Add the minced garlic and cook for an additional 1-2 minutes.
Sauce: Reduce the heat to medium. Stir in the ketchup, brown sugar, mustard, Worcestershire sauce, and water. Let the mixture simmer for about 10 minutes or until thickened. Season with salt and pepper to taste.
Texas Toast: While the sloppy joe mixture is simmering, prepare the Texas Toast according to the package instructions.
